Portugal CE Requirements by License

CPDNOT REGULATED. Portugal does NOT have a statutory Ordem dos Assistentes Sociais. Social work is not a protected-title, licensed profession with a mandatory registration or continuing-professional-development requirement. Practice is based on academic qualification (degree in social work / servico social); there is no legal CPD quota or renewal cycle. The APSS (Associacao dos Profissionais de Servico Social) is a voluntary membership body that promotes ethics, training and IFSW/IASSW alignment but has no statutory licensing or mandatory-CPD powers. Legislative proposals to create a statutory order have been discussed over the years but none is in force as of July 2026.

CPDNOT REGULATED. Portugal has no statutory 'counselor' profession, licence, protected title, or continuing-education mandate distinct from psychology. Mental-health counselling functions are performed by OPP-registered psychologists (or by doctors), who are covered by the Psychology records above. Non-psychologist counselling/aconselhamento roles are unregulated and have no legally mandated CPD.

CPDRegistration with the OPP (the statutory public-law order created by Lei n.o 57/2008 and governed by the Estatuto, Lei n.o 138/2015) is mandatory to use the title and practise psychology in Portugal. There is NO fixed numeric recurring CPD-credit total required over a defined renewal cycle to maintain the general practising licence. Continuing development is framed as a professional/ethical duty: the Codigo Deontologico and Art. 4 of the Specialty Regulation (Regulamento n.o 978-A/2024) require members to maintain professional practice and to acquire continuing training in their area, but this is not quantified in credits/hours for the general licence. The OPP operates a formal Desenvolvimento Profissional Continuo (DPC) / accredited-training credit system, but those credits are used to obtain optional specialist titles (see the 'Psicologo Especialista' record), not to renew the base licence. Membership is maintained by paying annual dues (quotizacao) and remaining in good standing, not by meeting a credit quota.

CPDNOT REGULATED as a distinct profession. Portugal has no standalone marriage-and-family-therapist licence or protected title. Family and couples therapy is practised within the psychology/psychotherapy framework by OPP-registered psychologists (and by medical doctors), and is trained through psychotherapy societies rather than a separate MFT board. There is therefore no MFT-specific mandatory CPD requirement or renewal cycle; practitioners fall under the Psychology / Psychotherapy records.

CPDNOT REGULATED in Portugal. Behavior analysis is not a statutory profession and there is no Portuguese licensing board for behavior analysts. BCBA is a voluntary private credential issued by the US Behavior Analyst Certification Board (BACB); Portuguese practitioners who hold it are bound by BACB rules, not Portuguese law. Any behaviour-analytic clinical practice in Portugal that involves psychological treatment falls under OPP-registered psychologists. The BACB itself requires 32 continuing-education units per 2-year recertification cycle (with subrequirements in ethics and supervision) - but this is a private international certification standard, not a Portugal-regulated CPD mandate.
