  • Implicit bias and structural racism training (Maryland health-occupations practitioner requirement)One-time only. Md. Health Occ. Art. Sec. 1-225 as amended by 2025 Ch. 478 (HB 783, eff. Oct 1, 2025): effective April 1, 2026 every applicant renewing a Maryland health occupation license or certificate must attest to completing an approved implicit bias AND structural racism training program at the first renewal on or after that date. Licensees who completed implicit-bias-only training under the 2021 SB 5/HB 28 rule must still complete the structural racism component. Boards MAY (but are not required to) adopt regulations awarding CE credit for the training.

Home study: At least 30 of 40 CEUs must be Category A (formally organized courses, workshops, seminars, symposiums, juried publications). No more than 10 CEUs may be Category B (informal activities including distance/self-study learning, colloquia, guest lectures, case conferences, formal supervision).

Board notes: Board of Professional Counselors and Therapists. COMAR 10.58.05.03 requires 40 CEUs per biennial renewal with a minimum of 30 Category A and a maximum of 10 Category B. COMAR 10.58.05 sets NO mandatory topic-specific CE (no ethics, cultural-competency, or other required subject); the chapter's section list (.01-.10) contains no subject-matter mandate and was last amended in 2002. The only mandated training is the statewide one-time implicit bias AND structural racism training (Health Occ. Sec. 1-225 as amended by 2025 Ch. 478/HB 783), required at the first renewal on or after April 1, 2026. Distance/self-study learning is Category B (capped at 10); the 30 Category A hours are formal but need not be strictly in-person/synchronous, so no fixed live-hour count is mandated. Excess CEUs do not carry over; retain records 4 years.
