Step-by-step licensure pathways in Guam.

Guam regulates behavioral-health professions through the Health Professional Licensing Office under the Department of Public Health and Social Services, via two boards: the Board of Allied Health Examiners (counseling, marriage & family therapy, and clinical psychology) and the separate Board of Social Work. The single statutory home is Title 10, Chapter 12 of the Guam Code Annotated. Guam relies almost entirely on national exams (NCE, NCMHCE, AMFTRB, EPPP, ASWB) administered through board eligibility approval. Two professions are omitted here because Guam has no government credential for them: addiction/substance-use counseling (the Behavioral Health & Wellness Center is a treatment provider, not a credentialing body) and behavior analysis (national BACB certification only).

Professional Counseling

Prep for the NCMHCE / NCE →
LPC

Licensed Professional Counselor

Required exam: National Counselor Examination (NCE), NBCC.

Scope: Use of psychotherapeutic techniques to deliver professional counseling services to individuals, couples, families, and groups.
  1. EducationDoctoral or master’s degree (at least 72 quarter / 48 semester graduate hours) in counseling or a related psychotherapeutic discipline, including a practicum and at least a 600-hour internship.
  2. Supervision / experienceAt least 3,000 hours of documented post-graduate clinical experience, including at least 1,500 face-to-face hours and at least 100 hours of supervision by a qualified licensed professional.
  3. ExamPass the NCE.
  4. ApplicationFile the GBAHE application (notarized) with transcripts sent directly, references, police clearance, fingerprints, and fees.
LMHC

Licensed Mental Health Counselor

Required exam: National Clinical Mental Health Counseling Examination (NCMHCE), NBCC.

Scope: Mental health counseling including diagnosis and treatment planning for mental, emotional, and behavioral conditions.
  1. EducationDoctoral or master’s degree from an accredited institution.
  2. Supervision / experienceDocumented post-master’s clinical work in diagnosis and treatment planning per the GBAHE requirement (the broader Article 13 credential uses the 3,000-hour supervised track).
  3. ExamPass the NCMHCE.
  4. ApplicationFile the GBAHE application packet (same general requirements as the LPC).
LBSW

Licensed Bachelor of Social Work

Required exam: ASWB Bachelors examination.

Scope: Generalist (non-clinical) social work practice — referral, resource identification, advocacy, case management, and assessment.
  1. EducationBachelor’s degree in social work from a CSWE-accredited program.
  2. Supervision / experienceNo clinical supervised-hour requirement at the bachelor level (entry tier).
  3. ExamPass the ASWB Bachelors examination (the board approves eligibility).
  4. ApplicationApply to the Guam Board of Social Work (currently no fee); two-year renewal cycle.
LMSW

Licensed Master’s of Social Work

Required exam: ASWB Masters examination.

Scope: Advanced (non-independent-clinical) social work practice including psychosocial assessment and treatment of individuals, couples, families, and groups.
  1. EducationMaster’s degree from a CSWE-accredited social work program.
  2. Supervision / experienceNo independent-clinical hour requirement at this tier.
  3. ExamPass the ASWB Masters examination.
  4. ApplicationApply to the Guam Board of Social Work; two-year renewal cycle.
LCSW

Licensed Clinical Social Worker

Required exam: ASWB Clinical examination.

Scope: Assessment, diagnosis, and treatment of mental, emotional, and behavioral disorders and addictions; individual, couple, family, and group psychotherapy, including private practice.
  1. EducationMaster’s degree (clinical concentration) from a CSWE-accredited program.
  2. Supervision / experienceA period of supervised clinical practice including at least 100 hours of direct face-to-face clinical supervision (at least 60 individual).
  3. ExamPass the ASWB Clinical examination.
  4. ApplicationApply to the Guam Board of Social Work with Verification of Clinical Supervision (Form GBSW-002); two-year renewal cycle.

Marriage & Family Therapy

MFT

Marriage and Family Therapist (Individual, Marriage and Family Therapist)

Required exam: AMFTRB Marital and Family Therapy Examination.

Scope: Diagnosis and psychotherapeutic treatment of mental and emotional disorders within the context of marriage, couple, and family systems, including individuals.
  1. EducationDoctoral or master’s degree from an accredited institution with a relevant clinical program.
  2. Supervision / experience3,000 hours of documented post-graduate clinical experience (at least 1,500 face-to-face, at least 100 supervision) under a qualified licensed supervisor.
  3. ExamPass the AMFTRB Marital and Family Therapy Examination.
  4. ApplicationFile the GBAHE application packet (notarized; transcripts direct from school; references; clearances; fees).
Clinical Psychologist

Licensed Clinical Psychologist

Required exam: EPPP (ASPPB), both Part 1 (Knowledge) and Part 2 (Skills).

Scope: Independent practice of clinical psychology — psychological assessment, diagnosis, and treatment of mental, emotional, and behavioral disorders.
  1. EducationDoctorate (PhD or PsyD) in clinical psychology from an accredited U.S. institution (APA-accredited doctoral training).
  2. Supervision / experienceTwo years of internship / supervised training, at least one year of which is completed after the doctorate, under a doctoral-level licensed clinical psychologist or APA-approved program.
  3. ExamPass the EPPP (Part 1 and Part 2).
  4. ApplicationFile the GBAHE clinical psychology application (notarized; doctoral transcript direct from school; internship verification; references; clearances; fees).
